Quintus has a lot of respect for Cyrus--probably even moreso now that Quintus is in a higher position and better able to see the dysfunction of the government. XD There are really three things Quintus desires from anyone he works with--they ought to be competent, they ought to be committed, and they ought to be professional in manner, so as not to needlessly upset or piss people off. Cyrus is all of these things, and though Quintus hasn't always agreed with his policies (cutting off the Tributes' credit line peeved him, especially because he's not much on board with the whole 'hiring offworlders into jobs of any importance' thing) he's grateful for Cyrus' efforts to respond to current events and have decisions made clear and codified. It makes Quintus' life that much easier, and frankly, if there were more people like Cyrus calling the shots then he'd be a lot more satisfied with the system he's thrown in his lot with.
