[Carlos is attempting to mentally categorize Some and is finding it difficult. There are normal humans that react normally to the supernatural, like himself and his scientists. There are human residents of Night Vale, who are normal except for their unquestioning acceptance of the bizarre, like Marcus Vansten. There are inhuman residents of Night Vale, like the City Council, who can be spoken to and even reasoned with to a degree but who sometimes break into screams and chittering and are not sane by any normal standard. Then there are the sentient phenomena, like stone spires, that speak but whose motives cannot be comprehended. Finally, there are the monsters. You don't stick around long enough to find out if those can talk.
Honestly, Carlos is reminded most of the angels. Clearly inhuman, rather monstrous, but polite enough. He doesn't consider himself safe around Some, but at least Some is apparently reasonable.
