WELL in contrast to Terezi, this isn't a deep multilayered friendship. Meulin likes her but it definitely started out for shallow reasons. She liked Phi for being in District Four at first. Pretty and a good hope for their district to get some positive attention. And then again later when she made it so far in the Games and proved capable.

I'd say things really would solidify into liking Phi for Phi in the party log, where she comes to them of her own volition and tries to befriend them. Maybe even more so when she realizes Phi was teasing Sigma with that picture. She is always up for teasing friends. It's still a rather surface level relationship between them. Phi doesn't peer too hard at Meulin and Meulin doesn't try too much to see what's beyond what Phi presents. She'd probably call her a friend if asked about her but Meulin does that with a lot of people who are really just acquaintances. :'D
