Jeremy still has 100% no idea what to think about you, Phil. He was initially scared shitless because he still thought Phil was the killer from Fazbear's and what kind of sick deranged person kills little kids? That's someone you don't want to buddy up with. And Phil's voice set off his anxiety and since he wasn't in the best mental state in the first place, that caused all sorts of problems.

But over time Phil's been ... less scary? His voice can still bother him from time to time, but Jeremy is in the process of coming to terms with the fact that he was wrong about him (and essentially died for nothing but that's neither here nor there) and Phil's not that bad a guy. A bit stubborn and pushy but not the deceiptive evil bastard he originally thought. He is grateful for the knife practicing, too, though really it was when Alby showed up at his door that helped to sway his opinion. He really loves that little fox very much and he knows Phil just wants to help, from gestures like that. He just has no idea why Phil continues to even bother with someone so useless as him.

Phil holds out that he wants to be friends because he wants to meet him, get to know him and give him the life that his mistakes cost him. He bothers because he cares and he wants to see Jeremy get better. He also makes sure that Alby never forgets his master too while he's in Thirteen!
