Sandy's case was very unfortunate, and Luna wanted to help her more than she could have at the time. :( With all the descriptions she gave of stuff she's gone through in the Games, Luna really wishes there could be a way out for her...which wartime almost serves as actually, except not right now because Sandy's brainwashed into Capitol service. Whoops. Nobody deserves all that, so if they met again Luna would be pretty concerned for her well-being (and probably disappointed in the end, given the circumstances).

Ruffnut betrayed Luna and got her killed, so Luna doesn't trust her. While Luna understands why Ruffnut did it and even agrees with the pure reasoning (her own death is worth saving a life, when both of them would have died otherwise) she doesn't forget things like that. Bridge: burned. That doesn't mean Luna wouldn't help her if needed; she'd even work together and/or give her life for Ruffnut if she had to, still. But since Ruffnut doesn't get the benefit of being Luna's bosscrush, if she ever wants to try being friends it's going to be a tough sell.
