Beck has a maternal streak a mile wide, so she's kind of just adopted Bayard in her mind. He's small and relatively new to the city and most importantly, he needs her help. Beck is, generally speaking, drawn to people who need her help, who make her feel useful and wanted. Bayard fills that role nicely (plus, he's adorable).

As a result, she feels very much responsible for him, above and beyond how she feels about her other Tributes, because he is so smol and because he not only needs but accepts her help. She's aceepted him as one of hers, and as such, will fight to the bitter end to keep him safe and happy and healthy.

At the same time, though, he is an offworlder, and that makes her equal parts curious and confused. She can deal with Districters and Capitolites easily, because despite her weird upbringing, she's good enough with people to be okay when she has a shared frame of reference. But she doesn't have that with Bayard: there are certain bits of how he behaves and things he says that she just doesn't understand (or, sometimes, notice. Like the racism thing) because she doesn't have that context.

But, yeah. Mostly, she just wants to be his mom.
