He liked her from the moment they started ragging on Panem together--she's one of the few people who didn't insist on hushing up and being quiet about it. That's the kind of thing he likes, and he kind of needed that reassurance.

On the surface, her speech alone makes her seem like the kind of refined lady he'd never speak to back home. But she very quickly showed him how much of a fighter she is inside, and Firo both loves and respects her for that. He knows that he can't really understand what she went through just to even get herself onto the battlefield, but he does know that she must be an awesome warrior. The fact that she got out there and put herself at risk is something certainly worthy of respect. Also, warrior women are just plain cool.

He's protective of her not because he thinks she's any weaker, but because he feels the need to protect all of his friends. She's one of the people who keeps him going in Panem. Even more than that, he just can't stand to see her hurt or upset. Now that he's seen the literal ghosts in her past, he worries more, especially with her tendency to get down on herself. He wishes she thought she was as cool as he thinks she is.

On top of it all, hanging out with her is just fun. Even if her tendency to tease is incredibly scary at times, he likes how they can speak honestly and swap stories about their very different worlds. She's definitely family to him as well.
