Sandy's list : Are you ready for a revolution?
Sandy's list mostly consists of upbeat songs that are good for running to. While Sandy herself may not have always been on the front lines of the revolution in Panem she always believed in it. Many of her songs are meant to encourage or rally to the cause.

I imagine Baby Metal to be a good song for the Pruna/Sandy Ship. The Sand Sisters probably love it.

When Sandy first came to Panem she was constantly at the mercy of others kindness. In time she had to grow to look after herself as one by one her heroes died and never came back.
Hero in You - KSM
This is a more magical girl sort of pop take on what sort of hero Sandy would like to be given the chance.

Up Up Up - Rose Falcon
Believe in Myself - Kaz Silver
And this song as a small personal indulgence plays off Sandy's longing to model herself after stronger people. People brave, or kind, or wild and free. She has held many mentors in her time in Panem and she hopes that the woman she becomes can have a little of all of them.
Harley's List: Laughing all the way to hell
Harley spent so much time trying to embrace the chaos, the glitz and glam of Panem, but in the end she never made it higher then a B-lister. Even as a mentor she was below par. So her play list plays into that to some degree...and yes most of it is pink because I am uncreative.
